If you are thinking of buying any form of garden or paddling pool you need to consider the safety risks associated with any form or water based feature in your garden, particularly when children are around.
In 2008, a local council banned a grandmother from having a 2ft deep paddling pool in her communal garden in which her grandchildren and neighbourhood children paddled around keeping cool in the summer heat, on the grounds of health and safety, the council insisted her pool must have insurance and be supervised by a lifeguard at all times.
Eventually the council softened their stance and offered to allow the pool on the grounds that she take out suitable insurance and the pool was supervised by responsible adults at all times. A slightly more reasonable stance until you try and find an insurer who will offer insurance for a paddling pool in a communal garden!
Whilst this is health and safety gone mad, the matter does highlight the serious dangers of leaving children (and animals) unsupervised around a pool, no matter how shallow it is.
